UN General Assembly Street Closures 2026: The Frozen Zone, Block by Block, and Why the Map Is Not Enough

If you are searching for UN General Assembly street closures this week, you want two things: which streets close, and whether you can still get where you need to go. This post covers both, from the perspective of a company that has driven Long Island executives into Midtown during UN week for twenty years.

The short version: the official closure footprint is large, it is published by NYC DOT "at the discretion of the NYPD," and the finalized version for high-level week posts only 48 to 72 hours before Monday, September 21. But the map only describes the starting position. What actually shuts a street on a Tuesday afternoon is a motorcade, and there is no map for that.

The Dates

  • Saturday and Sunday, September 19 and 20: Security perimeters go up around the UN campus on First Avenue.
  • Monday, September 21 through Friday, September 25: NYC DOT's official Gridlock Alert Days. Midtown speeds historically fall under four miles per hour, the slowest week of the year.
  • Tuesday, September 22: The General Debate opens. Heads of state at the podium from the morning on. Peak motorcade volume.
  • Monday, September 28: The General Debate resumes after the weekend. The alert window is over, but the motorcades are not. Treat it like an alert day.

The Closure Footprint

Here is the UN General Assembly closure list NYC DOT publishes in its weekly traffic advisory, marked "at the discretion of the NYPD." That phrase matters, and I will come back to it. This is the footprint the city uses for the session, and it is the same shape every September.

The core frozen zone

  • The area bounded by 60th Street on the north, 34th Street on the south, First Avenue / United Nations Plaza on the east, and Third Avenue on the west. This is the heart of it. First Avenue between roughly 42nd and 48th is closed outright for the week, with pedestrian barricades. Cross streets between First and Second in the low-to-mid 40s run through checkpoints or not at all.
  • FDR Drive between Whitehall Street and 42nd Street. Rolling closures for motorcades moving between the UN, downtown, and the airports. The stretch alongside the UN campus can hold for extended periods with no announcement.
  • East 48th Street between First Avenue and the FDR service road, and the FDR service road between 48th and 49th.

The hotel and mission zones

Delegations do not sleep at the UN. They sleep in Midtown and on the Upper East Side, and every one of them travels with an escort. These zones can freeze block by block whenever a head of state leaves or returns:

  • The area bounded by 57th Street, 45th Street, Third Avenue, and Madison Avenue. Midtown East hotels.
  • The area bounded by 58th Street, 49th Street, Madison Avenue, and Sixth Avenue. The Fifth Avenue hotel corridor.
  • Grand Army Plaza between 58th and 60th, at Fifth Avenue. The Plaza.
  • The area bounded by 47th Street, West 44th Street, Seventh Avenue, and Eighth Avenue, plus Eighth Avenue between West 44th and 49th and Seventh Avenue between West 56th and 59th. Times Square and Columbus Circle hotels.
  • The area bounded by East 86th Street, East 80th Street, Park Avenue, and Fifth Avenue, and Park Avenue up to 86th. The Upper East Side missions and residences.

The crosstown streets

  • 34th, 42nd, 49th, 50th, 53rd, and 57th Streets, from Seventh Avenue east to the FDR Drive. These are the motorcade routes between the West Side hotels and the UN. When one is moving, the street it is on is closed from river to Seventh Avenue, and every avenue it crosses stops.
  • West 46th Street between Eighth and Sixth Avenues.

What "At the Discretion of the NYPD" Actually Means

This is the part the closure lists do not explain. The footprint above is not barricaded solid for eight days. If it were, Midtown would be empty. It is a list of streets the NYPD can and will close, block by block, for as long as it takes a motorcade to pass, at whatever moment the motorcade needs to pass.

So a 53rd Street that is open at 2:05 PM is a parking lot at 2:10 PM, and open again at 2:35 PM. Park Avenue moves, then does not, then does. The FDR is fine until it is not. GPS apps see the freeze fifteen to thirty minutes after it happens, which is after you are already sitting in it. And this year, with several high-profile delegations expected to draw large demonstrations, protest routes add closures outside this footprint entirely, with no notice at all.

That is why we tell clients the map is the starting position, not the plan. The plan is a chauffeur who is watching what the motorcades are actually doing this hour and routing around it live.

Getting In From Long Island

The Queens-Midtown Tunnel exits at 34th, 37th, and 42nd Streets, which puts you at the southern edge of the frozen zone the moment you clear the toll. The exit ramps back up onto the tunnel approach whenever the East Side stops. The 59th Street Bridge feeds Second Avenue and the East 60s, which is the northern edge.

Our approach, depending on where the meeting is:

Meetings west of Lexington. Take the tunnel and immediately work west before turning north, or cross at the RFK and come down the West Side. Do not touch First or Second Avenue.

Meetings east of Lex in the 40s. Approach along Third from the north or south and stage on the open side of the nearest checkpoint. The last two blocks may be on foot regardless of who is driving. The value of a chauffeur is being on the right side of the perimeter when you come out, not circling in a checkpoint queue.

Multi-stop days. This is the whole argument for booking hourly that week instead of separate rides. Three meetings and a client dinner as point-to-point trips means four fresh pickups inside a grid that is freezing at random. As one hourly booking, the same chauffeur stays with you all day, repositions while you are in the room, and is at the curb when you stand up. We built a page around exactly this: UN General Assembly car service.

Airport runs. JFK and LGA transfers during UN week are still point-to-point, quoted as usual, with extra margin. Terminal access can be held for VIP movements without warning, and Friday, September 25 is the departure surge. Our LaGuardia and JFK pages cover how we handle those.

Frequently Asked Questions

When do UNGA 2026 street closures start? Security perimeters around the UN campus go up the weekend of September 19 and 20. The official Gridlock Alert Days run Monday, September 21 through Friday, September 25, and the General Debate resumes Monday, September 28.

Is the FDR Drive closed during UN week? Not continuously. The FDR between Whitehall Street and 42nd Street is on the NYPD closure list and shuts on a rolling basis for motorcades, sometimes for extended stretches alongside the UN campus. Plan for it to be unavailable when you need it most.

Is First Avenue closed during the UN General Assembly? Yes. First Avenue between roughly 42nd and 48th Streets is closed to vehicles for the week, with pedestrian barricades. Cross streets between First and Second Avenues in the low-to-mid 40s are restricted or closed.

Can I still drive into Midtown during UNGA? You can. NYC DOT recommends you do not, and Midtown speeds historically fall under four miles per hour. If you must be there, the question is not whether to drive but who is driving and whether they are watching the motorcades in real time.

Where does the NYPD publish the final UNGA closure list? In the NYC DOT Weekly Traffic Advisory and the NYPD's own advisories, typically 48 to 72 hours before high-level week. We will update this post when the finalized list for the week of September 21 is out.

The Honest Recommendation

If a Midtown East meeting that week can be a call, or can move to the following week, move it. Half of surviving UN week is not being there. For everything that cannot move, the closure list above tells you what the city can shut. It does not tell you when. That is the job of the person driving.

We handle UN week for firms across Nassau and Suffolk, and our corporate car service page covers how we work with executive assistants and travel managers on exactly this kind of week. Here is the full picture of our Long Island car service.
